Installing Minecraft Forge on a Server (Windows)
Step 1. Download the Forge installer
Download the correct Minecraft Forge installer for the Minecraft version you want to use.
Go To Minecraft Forge and Select The Version You Need
Make sure you download the Installer (.jar) file. and NOT the Clients Version.
Step 2. Run the installer on your PC.
Locate the downloaded Forge installer and double-click the file to launch it. (Requires Java To be installed On Your Computer)
When the installer opens:

Select Install server.

Choose or create a folder where the server files will be installed.

Click OK and wait for the installation to finish.
This will generate all required Forge server files in the selected folder.
Step 3. Upload the server files to your server.
Once the installer completes:

Open the folder where server files got created.

Upload all files and folders from that folder to your server(We recommend using SFTP since File Manager is very strict and can fail)

Overwrite any existing files if prompted.
Step 4. Set the server to start using Forge.
Update your server startup configuration to use the Forge server JAR that was generated by the installer.
Do not use the installer JAR to start the server. (You can leave or remove it when you know server is working)
Check your CommandLines to be using Forge.jar file instead of Minecraft_server.jar file. ( Thats the default one)
Step 5. Start the server
Start the server normally,
If the server starts successfully, Minecraft Forge has been installed correctly.
